CARTM evolved from a few spirited volunteers with a paper bin to a service organization with five-year strategic and master plans, operated by eleven employees and volunteers logging hundreds of hours each month. We provide the means to offer more recycling and re-use opportunities than any other operation in the state. Why? Because our community demands it.
Following recent natural and man-made catastrophes elsewhere, our community realized how quickly we can become isolated, and how critical it is to develop local resources. We have a distinct identity and pride of ownership in our artsy coastal culture. Together we creatively share in the sustainability of our towns and become a model for global well-being.

Thank you for visiting our website. Please visit us in person soon!
In 1953, Tillamook County bought the current site of CARTM to use as a public dump. The county operated the site as an open burning dump until 1981, when open dumping was discontinued in favor of closed containers to be transferred to the regional dump near Corvallis - hence, the 'transfer station'. A local group of community activists operating a small recycling outfit - CARTM - took over in 1997 and the next year was granted a permit to operate the recycle center and Re-Use Store.
During the winter of 1998-99, Cart’m constructed its first building financed by Tillamook County and by grants from Meyer Memorial Trust. Additional facilities (baler) and machines (forklift, trucks) were added by various grants and donations. In 2005, the CARTM board of directors initiated an ambitious planning process, beginning with a community meeting. Throughout the year many committees and a lead consultant worked together to produce a revised strategic plan adopted by the board in early 2006 and a master site plan approved by the City of Manzanita in 2007.
In subsequent years operations improved with the addition of canopied trash sheds, trailer loading docks, a waste oil space heater, paving and a new building in which to process new donations to the store. New systems were implemented to manage operations and track commodities. The small recycling outfit is now a well-managed business providing good jobs in addition to services to our community.
Not quite content with its mission "to operate a safe and convenient recycling/reuse and transfer station promoting sustainable living and artistic expression through creative reuse of materials," the board of directors simplified - and complicated - CARTM's mission to "Leading our community to zero waste." In 2010, the board once again began planning for the future in order to implement the new mission. A new strategic plan is being formulated to carry the CARTM community another five years into the future.
The CARTM board and staff held the first Trash Bash and sale of recycled art in May 1999. The community event has grown each year since, and is billed as the biggest party on the North Coast. Along with the acclaimed juried Trash Art Show and silent auction, in recent years CARTM volunteers added a Trashion show, featuring wildly creative costumes designed from cassette tapes to saw blades and window shades!

CARTM Recycling is uniquely designed to accept many MANY forms of what much of America considers waste.
Our customers bring trash by the bag and by the truckload - whenever they have accumulated enough. Staff monitors incoming trash loads and diverts many reusable and recyclable materials out of the waste stream. Then we measure the remaining volume and assess a fee (set by the county) to cover the cost of transporting and dumping solid waste materials in the landfill. See 'Transfer Station' above for fees and more information.
Our customers sort their rinsed (where appropriate) glass, tin and aluminum cans, paper, cardboard, deposit bottles and cans, electronic equipment, metal, plastic, batteries, motor oil, lavatory fixtures, yard debris and construction/demolition debris at CARTM where they make a fine day of recycling! Recyclable materials are then bundled by staff and volunteers for eventual sale on the recycled materials commodities market, so that they will eventually return as new products and packaging. There are a few items we are not able to accept under our permit from DEQ and under Tillamook County regulations. A few items require a fee to process. See 'Recycling' above for a complete list of acceptable recyclable materials, and how to prepare them for recycling. Our staff is always ready to answer your questions.
After recycling, many of our customers head to the donations building to drop off reusable items for sale in our store. The store is arranged in convenient departments, where you will find good books, hardware, kitchen items, furniture, electronics, and whatever else the good people in our community determine needs a new home! Building materials, garden tools, mattresses and much more are housed in shelves and trailers outside the store. Come in! Browse! We guarantee you will find something interesting!

Janet Hamilton came to CARTM in 2006 as Assistant Director with over 30 years of non-profit administrative experience and a broad range of professional skills. She was promoted to Executive Director in 2008. Although Jan spent 30 years in Colorado, she is native to the northwest, has been in love with the north Oregon coast all her life and always planned to retire here. Her favorite pastime is walking on the beach with her dog, Ty.
Jan holds a Bachelors degree from U of W in Occupational Therapy, and is a Graduate of the 2 year Colorado Leadership and Management Program. Originally, she worked primarily for agencies providing advocacy and services to people with handicapping conditions. Jan founded an organization providing rescue, rehabilitation and sanctuary for abused animals. For eleven years she worked as Executive Director managing the 65-acre facility near Rocky Mountain National Park.
Jan cares deeply for the earth and all her creatures and thrives on meaningful work, as evidenced by her long history of volunteerism, activism, and speaking out for beings who can’t speak for themselves. She says, "It doesn’t matter what you do, just do something to make the planet a better place to live….it’s all the same work." We think the world is a better place because of the works she does with us at CARTM.

She is married with two daughters and lives in Manzanita. She received a Bachelors of Special Studies from Cornell College and is presently working on her Masters degree in Education. He is cheerful, can often be heard singing or whistling, is good with customers and pretty much gets along with everyone. People are bringing their kids and so the kids are growing up more aware than we did."

Her co-workers say she is a know it all - but in a very good way! (and yes, Belinda, we admit you ARE the smartest kid in the class). As a non-profit organization, it really belongs to the community it serves. Tillamook County owns the land and buildings; CARTM Recycling owns the equipment, supplies and inventory.

Who runs CARTM?
CARTM is governed by a board of directors, managed by an executive director, and operated
by staff and volunteers.

Who pays for CARTM?
Revenues come from fees, sales, grants and donations from our community. We receive no tax money.

When did CARTM start?
Tillamook County operated a dump and transfer station on the site beginning 1953.
CARTM took over operations in 1999.

When is CARTM open?
CARTM is open 10 AM to 4 PM
Thursday through Monday from Memorial Day to Labor Day; and
Thursday through Sunday from Labor Day to Memorial Day.
We're always closed Tuesdays and Wednesdays.

What does CARTM charge for Trash?
The Manzanita Transfer Station, operated by CARTM, charges $30 per cubic yard or $7.00 per 30-gallon can for solid waste. Other charges vary depending of type of material. Please see the Solid Waste section of our website for current details.

Who decides what CARTM charges?
Charges for solid waste and recycling are set by the Tillamook County Commission.

Does CARTM accept credit cards?
Sorry, cash and checks only for on-site services and our store. There is an ATM at the junction of 101 and Necarney City Road. We do, however accept donations by credit card! Please consider offsetting our costs to provide the finest recycling service in Oregon with a donation today!

How do I volunteer to help CARTM?

I am cleaning out my mom's house. Can I bring it all to you?

Do you accept shredded paper for recycling?
Yes, we do, but it must be contained in paper bags - not in plastic.

Do you take Styrofoam? Where can I recycle it? What is the charge for it?
Unfortunately for now, styrofoam is trash - even the food trays that have the #6 recycling symbol on it. We are working on a way to recycle it.

Do you take paint?
At this point we are unable to accept paint for recycling.

Where can I take paint?
When the permanent Household Hazardous Waste facility at the Tillamook Transfer Station is open, we recommend you take it there. Until then, Metro in Portland is the closest depot for paint.

Does CARTM take Household Hazardous Waste? Where can I take those things? When?
CARTM does not accept household hazardous waste, such as pesticides, household cleaning products, chemicals, paint, bio waste, sharps, ammunition, fire arms, explosives, asbestos, etc. Please contact the county solid waste coordinator for current disposal information at 503-815-3975.

Does CARTM take windows? Doors?
Yes! Reusable windows and doors may be accepted at the donations building. Please see attendant. If the window or door is not accepted for resale, it may be recycled near the yard debris area by Trails End Recovery with the construction and demolition debris. What about construction debris? Insulation? Sheetrock? Asphalt shingles? Composition roofing? These materials are recycled by Trails End Recovery on our site. Please see attendant or call 503-861-6030 for more information.

Does CARTM pick up donations? Recycling?
At this time, CARTM does not offer a pick-up service for either donations or recycling.

What are acceptance fees? What are they for?
Acceptance fees directly reimburse our costs to recycle specific items, and may include shipping fees, dismantling or processing fees, testing, or direct costs for items such as tires.

How to prepare recycling:

How can I tell if you will or won't take items for the re-sale store?

Do I have to put a tarp over my pick up load of trash?
Yes! Cover your load - it's the law. Uncovered loads may be fined up to $421!

Still have questions? If this list did not answer your questions, please come visit us at CARTM - or give us a call at 503-368-7764! We will be happy to help!

CARTM on the Air!
Listen to CARTM Executive Director Jan Hamilton's interview on Coast Radio!
Every May since 1999, CARTM hosts the Trash Bash. We start with live music, dancing, food, and refreshments. Add our rowdy Trashion fashion runway show, a spectacular art show featuring creations from recycled materials affectionately known as trash art, and a silent auction of found objects - and you have an EVENT!
Working local artists from all over the region creatively reuse everything from corks to metal scrap to light bulbs to produce costumes, sculptures, mosaics and other delightful works of art, most of which are available for purchase. See selected pieces from recent shows in our virtual gallery.
The trash bash is a zero waste event. About 1,000 people attend the event each year and generate almost no waste! We use mason jars for drinks and recycle or compost the dinnerware. A local pizza restaurant washes all the jars in their commercial dishwasher - thanks, Marzano's! Local farmers haul away food scraps for their compost heaps.
The Trash Bash is an all-ages, all-welcome event. Please plan to join us!

See the trash bags in these photos? We almost can't either - and they contain ALL of the waste from the 2009 and 2010 Bashes!

No experience needed - Kids 8 and up can be a big help (but must be accompanied by an adult).
Bring your own screwdrivers or cordless drill if you have one.
You could help sort bottles and cans or test toasters! We also need volunteers to sort by size and fold sheets, towels, pillow cases, comforters,
rugs and other fabric.

CARTM on the Air!
Listen to CARTM Executive Director Jan Hamilton's interview on Coast Radio!
Visionary neighbors created CARTM in 1996 to handle the solid waste we generate as locally as possible so that as a community we take responsibility for what we produce and introduce in our region. We continue to work conscientiously to reduce waste. Cart’M is now governed by a board of directors, managed by an executive director, and operated by staff and volunteers.
CARTM taps deeply into the need to do something creative and positive about the waste generated in our own neighborhood; therefore support for CARTM crosses traditional boundaries. Tillamook County provides space for our facilities and Master Gardeners volunteer to manage our landscaping. Local businesses contribute money for operations and bring cans, bottles, cardboard, paper and construction materials for volunteers to bundle for recycling. Residents bring out-of-town guests to shop in the re-use store while they recycle household waste, and Nehalem Bay State Park campers and coast tourists wander in to see what we’re about. Local artists lead and attend our famed Trash Art Workshops and show their creations at our annual Trash Art Show. Oregon's Department of Environmental Quality permits our operations. The City of Manzanita approved our site plans in 1998 and 2007. Our local city governments are very supportive of CARTM's mission, and consider us a local gem.
It is important to us to include everyone to achieve success. Every CARTM program is open without bias to all members of our community - residents, second homeowners and visitors. We do not track the age, ethnic, disability, gender, sexual orientation or socioeconomic status of our staff, volunteers or customers. We each can contribute to sustainability regardless of status.

CARTM dumpsters are emptied at the central transfer station in Tillamook, where it is ultimately shipped to Coffin Butte Landfill in Benton County. Methane gas from the landfill is captured to power the City of Corvallis.
People often ask why we accept trash at CARTM if our mission is 'Leading our community to zero waste.' We believe that monitoring loads for reusable materials and bringing trash to CARTM where the rest of the community is visibly reusing and recycling changes ideas about what is trash, and what isn't trash - yet. We have seen trash volumes diminish over the years, and we think we have influenced that trend. One of our customers mentioned recently that she was visiting family out-of-state, and it 'just killed her' that her family was throwing valuable cans and bottles into the trash. We are happy that she doesn't have to feel that way at home!
Staff attendants are always available to answer your questions about trash.
$36 per cubic yard
$ 8 per standard 30-gallon trash can or bag
CARTM attendants assess loads using the following formula:
Trash load height x width x length (in feet), divided by 27 = cubic yards x $36 = price.
Trash rates and acceptance fees are set by Tillamook County and reviewed annually.
Need help estimating your trash fee? Here are some helpful guidelines:

Estimate by pickup load
| Truck size | Large | Small |
| Level load | $72 | $36 |
| Heaped load | $108 | $54 |
| Top of cab | $144 | $72 |
Ball park estimates by discarded item
| Chair | $15 (e.g. medium sized upholstered) |
| Couch | $35 |
| Hot tub | minimum $50 |
| Mattress & box springs SET | |
| twin | $12 |
| standard | $14 |

We operate under a seasonal schedule as many coastal businesses do. When we are closed to the public, our staff and volunteers are busy maintaining the equipment and facility, baling and shipping recyclables, sorting and testing donated items, and restocking the store.
Our biggest fundraiser of the year is also the most talked-about community event on the North Coast - our annual Trash Bash, Trash Art Show and Trashion Fashion Show always draws a crowd in May! In the months leading up to the 'Bash we host a variety of art workshops demonstrating the creative ways waste materials can be reclaimed.
